If it's a pest infection, the problem will not not woodlice. They don't harm plants, just arrive in areas that are already dead or rotting.

So the tree could be dying

Would this stop all growth on the tree because one part of it is growing well it like just one side of it sounds hollow and bark falling off

I would say you need to get a good tree surgeon to come and have a look.

Do they charge a lot or should I see my council about it

A tree surgeon shouldn't charge anything for coming to have a look. Is the tree owned by the council?

The council won't want it to do that, either. Give them a ring and ask for advice.
