What's this bug

What bug is this? It has spread over a whole section of my garden, especially but not only on the lower branches. I've done a lot of "mechanical removal" and now I'd like to know what bug this is so that I can chose the right chemical product.

    Bay sucker maybe? Not one I'm familiar with dealing with though sorry but it might give you something to go on.
    If you can keep your head, while those around you are losing theirs, you may not have grasped the seriousness of the situation.

    Thanks a lot! It seems like it is bay sucker. I'll stay away from chemicals.

    Not one I've met yet tho I do have 2 bay trees here.  This info from the RHS may help - https://www.rhs.org.uk/advice/profile?pid=505 

    Picking off affected leaves and pruning out badly affected stems seems to be the best bet.
