Vine weevel or harmless?

Hi all, I have a euonymus aureomarginatus I planted last year. It was doing well up until this summer something is chomping it's way through it pretty fast. As soon as any new growth appears it's a gonner. I've dug the plant up today checked the roots and there's no evidence of grubs/larvea and when checking in the evenings I can't seem to find any little culprits. There were a few 10+ maybe small white solid balls that looked like polystyrene that was all I could find in the root ball. However as you can see in the photos the holes do look similar to vine weevil. Non of

my other plants seem to be affected. If it's general garden creatures munching away I'm more than happy to leave it where it is but obviously if it's vine weevil I need to get onto it. Would appreciate your thoughts. Thanks in advance.

I accidentally bought a plant infested with them, which then transferred into the rest of the garden. I just have to be vigilant, although I don't think they survive well in our winter conditions here, as I tend to have very little grub damage. I get bits of damage here and there.
Just be vigilant - it may be a bit of both weevils and caterpillars. Easier said than done, I know
I live in west central Scotland - not where that photo is...
Thanks for the ID @JoyceGoldenlily.
