Can you post a photo please. Too much water is as bad as not enough, the roots need to breathe and can't do that if they are drowning!

In a post on another thread you tell us that these are bare root roses planted three weeks ago. Are you in the UK?
Who sold you bare root roses in June?
Bare root roses should be planted in the winter when they are dormant.

As I've said ... bare root roses are only for planting in the winter when they are dormant. They cannot survive in spring and summer if they aren't planted by then.
Where did you buy them?  I'm afraid you've been sold useless rubbish  :'(

I'm so sorry that you've been sold such rubbish.  They ought to give you your money back, but I don't suppose they will.   >:)

Bare root roses should only be sold in the winter when the roses are dormant and have few or no leaves on.  The roses you bought will have been dug up in the autumn and left without soil until you bought them ... that has killed them ... it is not your fault.

The roses you planted in September look lovely ... they were sold to you while they were still alive and you've looked after them well.

In future, if you buy bare root roses buy them in the late winter/very early spring and plant them immediately.  You can order them from reputable nurseries in the autumn and they will send them to you when the time is right to plant them.

During the rest of the year you can buy roses planted in pots from garden centres or places like B&Q and plant them into your garden ... they will be more expensive but they are very unlikely to die.

I would ask for your money back. They were never going to grow. If you paid by credit card, you can get the credit card company to refund the payment if the supplier does not play ball. They were not fit for purpose.
