Laburnum prune?

I've a Laburnum (not sure which variety) in a family member's garden that has been ravaged with ivy along with many other trees.  The ivy has been cut back to reveal a very dead looking tree.  It is not dead, as the tips are green (though there isn't much greenery).  The rest of it is rather ugly and there are decayed old sections.

I'm sorry to not include a picture.

Would it respond to a severe pruning?  Or is it best to just give up on this old tree?  The trunk sections are a good 7 inches in diameter, but the whole thing has leaned right over and is resting on an outbuilding.  The fallen arch effect has been nice in the past.  It's rather a shame it's not a bit more upright and free-standing.

I read that pruning is only advised at certain times of the year for Laburnums.

    I'm reading that these are short lived trees, and I've no doubt that this one is at least 40.
