Lining hanging baskets.

I am quite an experienced gardener but have only started planting hanging baskets in the last couple of years. How am I supposed to line them? I've used two different sorts of the fibrous matting material that's sold in garden centres but neither of them retain any water. I realize they have to provide drainage but when I water the baskets the water just pours through. Am i meant to line them with plastic or something?

    Put the coir liner in then cut compost sacks to line the inside, piecing a few holes 2” up from the bottom.
