    Agree with K67

Prepare what you are going to say to him and keep your "script " to simple questions and not accusatory statements

"How can we work together to get the plot under control and help you get what you want."

" What can I do to help you as I want to keep you as a good neighbour "

" My friend had the same situation and what he did was....."

Most long running disputes start with an immediate escalation to the " Nuclear Option"in the first sentence and then you have a bad situation

He may be having a hard time like I had when I got divorced and was working 16 hours a day.......gardening was not high on my list of priorities funnily. !

    Good Luck

He's fit and healthy, just can't be bothered any more.  If he can play golf 3 or 4 times a week he can sort his weeds out.  He doesn't even need to do it by hand, he's got a rotavator!  His kids paid for the garden to be cleared when I had mine done a few years ago.  He kept it up for a year or so and then let it go again.
He's a damn sight more able than I am and I keep mine looking decent.
