It's a Sempervivum, also known as Houseleek, and yes, that is a flower stem. When the flower has finished the central rosette will die and others will grow to take its place. They are very easy to propagate, just remove a rosette and put it in a pot with gritty compost. Water very little and it should root. They are good in droughts and used to grow on roofs, hence the name.
