Dead palm?

I have no experience with palm trees so I am hoping someone may be able to share some of their knowledge.
My Palm wasn’t dug in low enough & struggling in winter windy conditions, so I pulled it out & planted it back in the same hole but lower, since then it’s gone from bad to worst.
would I be correct in thinking it’s dead?
