Fence with raised beds?

Well, I'm fed up with my neighbour, and would like some privacy! Fitting a fence seems the only option. The trouble is, it's on a hard concrete base, and digging it up would interfere with her garden. So, would it be possible to attach a trellis fence onto a raised bed some how? It needs to be about 4 foot. The fence would have to be fixed to something, to keep secure, but all we have is concrete that we can't dig up. It's 30 meters

It'll give you some ideas ... you could probably put something together a bit cheaper yourself or with the help of a handy-person.
Perhaps start with a section or two and add to it as you go along?
