Can anyone identify the cause of this problem. The whole bush has it.

my mother had a guilder rose that was particularly badly hit, so in the middle of May two years ago i chopped all the leaves and new growth off, my mum thought i'd gone mad!, it put out some more growth before winter and this year there's not been any beetle damage
