  I think I have used a seaweed feed for bux to edges but may have poured on grass on too?!

  As I and others have mentioned earlier it looks like a combination of things:
  
  - dry conditions, especially a bank with that slope will struggle to hold moisture even if watered
  - questionable ground / subsoil conditions
  - near total shade
  
  I don't think it's anything you will have done it's the nature of the situation. You might want to consider an alternative ground cover for shade / dry / poor ground conditions.
