Browning Conifers

We moved into our house 6 years ago and planted 10 evenly spaced 18" conifers (golden something...) along the fence at the bottom of the garden.
In the last year/18 months, the tree on the far right (number 10) has started browning from the bottom up to around the 3 foot mark. The 2 next to it (8&9) have a little bit of browing. It's never browned any higher. But their are specks of browning on other trees which I assume I just need to trim(?). Also, there is information to suggest if the bottom half was 'dead' then nothing would grow from it - but this brown area still gets green shoots...
I'm not sure how to treat the situation. Some forums say it could be pests (we do have a cat visit out garden), a tree virus, under watering, over watering or lack of sun (it gets the least amount of light out of all of the trees but it managed to get from 18" to 7.5' before this issue occurred).
I've called a couple of tree surgeons to come and give me their opinion but it's too small a job to get their attention.
I just want to know how to work out the issue so I can decide on an appropriate treatment.
