Twisted willow

my twisted willow is looking lovely at the top but the bottled branches have very few leaves. I had it pruned last year. What do I need to do

    Keep it watered and be patient.   Mine is a cutting from the one I had in my last garden.  Planted it near the then pond edge in January and it's been under water ever since and is currently covered in healthy foliage.
    Vendée - 20kms from Atlantic coast.
