Hi can anyone tell me what this plant is i have tried clearing it but seems to come up again it is about 3 feet high

Looks like Euphorbia of some kind, maybe Euphorbia platyphyllos

I think it is Caper spurge, Eurphorbia Lathyris. Cut it off before the seeds ping out all over the garden. Use gloves as all euphorbias have a sap that photosensitises the skin, and skin will then burn if exposed to normal sunshine.
