There is a system to pruning wisteria to promote flowering. You need to shorten all the new, long, whippy tendrils in July and then do another tweak in Jan/Feb.
I expect so if you're careful about shaping and leave it some greenery so it doesn't go into shock. The foliage is its food factory after all.
Mine are growing like the clappers - and flowering again - and I find I have to trim bits off nearly every day to stop myself being bushwhacked at one doorway from the house.
