Dying laurel - is it too late?

something has been digging at it and the over a period of a few weeks it’s withered in spite of watering. Can it be saved? What should I do?

    If you poke through all the leaves and still see no sign of new growth, it's very likely it's dead now. You mention a few weeks, it has withered. I feel this is unlikely for a shrub like this. Are you sure it had not been suffering earlier than that? Just trying to work out the reasons.

    Looks like a Bay leaf Laurel. It's either had harsh wind damage or prolonged lack of watering.
