Digging soil near tree roots

I would like to plant a 10m long hedge along a fence line. Doing so would involve preparing the soil in advance (upturning grass), and there is a 40 ft high silver birch tree planted about a foot away from the intended soil area.

The roots of the tree travel through some of the area I'd be preparing. Can I dig around them safely or should I abandon the idea?

    If your newly planted hedge is very close to the birch, I'd guess that part of the hedge will really struggle as it'll be competing for water and nutrients with an established 40ft birch. If the hedge will be shaded by the birch too, I think you'll have hedge problems.

    A photo and some idea of what sort of hedge your planning may help others to advise

    I don't think shade would be a problem, as the birch branches are too high, but you're right about the water/nutrients. 

    Looking at it, it seemed like a good idea, but you forget what's under the ground.
