Is this a weed?

My mum has urged me to ask anyone on GW forum to identify this plant. She's not sure if it's a weed or a plant to keep. Not sure if it has a flower as it just sort of appeared this year. 
Any ideas what it could be and if it's worth keeping?

    Looks a bit like Leycesteria Formosa, the Pheasant Berry.

    Yes, I agree with Borderline ... a pretty shrub, bees like it ... just don't let it take over. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    The highlight are the flowers. Late summer onwards.
