Something is attacking my honeysuckle

Hi all,
I have a honeysuckle that always looks dreadful. It's leaves are always covered in holes. I have no idea what's causing it. I suspect some little critter but I can never see any. All I can see is evidence of white cocoons.
I've taken a few photos, can anyone help identify the problem and how best to fix it?

Due to the size of the infestation it could take some time to sort out!
