What is this shrub and what is wrong with it?

Does anyone know what this shrub is and what is wrong with it?
Seems in a pretty dire state, should I just dig it up?

    It is a Viburnum tinus and is being attacked by the viburnum beetle. Happens most years to mine (not this year as yet). I just ignore it and the shrub recovers in its own good time. The shrub can take a very good pruning if you ever need to do that. Not that that will help your shrub but you can just tuck that fact away for the future!
