Moving This Plant

I have what I believe to be a Pulmonaria planted around a year ago, grown from seed sown around two years ago. Its size means it needs to be relocated. Is this able to be done and if so when is the best time? The plant gives the impression it is going to
flower very soon and has suddenly shot up to nearly 1m tall. I hasten to add its size has surprised me. Thanks Mike Sharp

It has the look of something about to flower, then obligingly die off.
If it were me , I'd let it do its thing then remove it if you still don't like it. If you do like it, gather some seeds and start again.
The problem will be solved, as it will die after flowering.
