    Yes ... providing it's a healthy hedge cutting it back to brown wood will cause privet to regrow, even thicker and greener than before.

    Make sure there's no rubbish in the bottom of the hedge and give it a feed of chicken manure pellets or Fish Blood & Bone and a good watering if the weather is dry, and it'll soon throw out some new shoots.
