Don't think it's Hb. It usually has leaves in threes, growing in three different directions at the same point on the stem. Which is very unusual as most plants have single or paired leaves. But my philosophy is that if it grows and spreads like mad no matter what the conditions, it's probably a weed.
HB has squarish almost translucent stems with opposite leaves and is fleshy. This looks like a shrub, possibly spiraea (I hate spiraeas) with oppositely placed leaves Conclusion, not Himalayan Balsam
And harder to get rid of... HB is easy to pull up, being an annual with shallow roots. Spiraea douglasii is a suckering shrub which will grow under walls and through tarmac if you let it. And Spiraea douglasii it is in your photos, IMO.
