I'd say Honesty too
Lunaria annua
... a pretty thing and very useful in the spring border ... lovely seedheads too.
Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

Thanks everyone. I should have identified is as honesty because it pops up all over the garden; this one is just outside the kitchen window and will look almost luminous in the half light of dusk.
