What pest?

I’m a novice gardener, so bear with me.  I’ve noticed that something is attacking my woody shrubs/trees in a shady part of my garden.  Notice it most years but this year it’s attacked more of them.  Here are some photos.  I’ve looked at the leaves but can’t actually see a culprit. Any ideas?

    That's not a single pest
    Viburnum has Viburnum beetle
    The Eleagnus looks OK to me, those white specks are normal
