White pest on hydrangeas

Does anyone know what this is and how to deal with it please?
It started last summer, when all the leaves had fallen i cut off all
effected branches and sprayed with pest control.
This year it has come back twice as bad.
It only effects 3 hydrangeas on one side of my garden.
