Leaf problem in lokaat tree

Hi, I’m hoping someone can help. I have couple of lokaat fruit trees and both have some kind of leaf problem. Most new leaves on the tree eventually end up turning black and appear to have fungus like spores on them. Any help appreciated.

Do you think I need to spray them with a fungal spray? They have had this problem for past 2 years. The leaves don’t mature properly.
