They don't flower every year and would already have done so if they were going to - generally in May for me. The buds got frosted on some of mine this year so those only have foliage, just like yours.
A trowel in the hand is worth a thousand lost under a bush.
Thankyou for your messages I have grown Tree Peonies before and shorter ones have given blooms on much shorter plants, Herbaceous peonies i am familiar with too, Perhaps it needs re siting to another area of the garden
I've grown these tree peonies from seeds a few times (the common yellow ones) and mine have never flowered until they've got to a decent size. Ultimately it will be a big shrub.
