More damn bugs - ID?

Is this one friend or foe? I seem to have a new invasion...



They fly, and are beige and black...a few on roses and loads on Allium Atropurpureum.

    Right again pansyface, or should I can you the bug queen?! Here is the teeny tiny monster, Heterocerus Fenestratus. My allium heads are totally crawling with them! No idea what’s it doing here, likes mud banks and stagnant water, not a known pest of alliums as far as I can ascertain, so no idea if it’s doing any harm...
