Something is decimating my rose Harlow Carr!

Both buds and leaves. I confess I neglected it for a while - not my favourite, too thorny, spindly, floppy and washed out colour despite being in an east-facing border so doesn’t get blazing sun -  but I don’t want what it’s got infecting my other roses:



I have spotted two bugs in it, both too tiny at around 3mm in length to photograph, one is a tiny shiny black beetle thing and the other a similar shape but with a black/beige zig zag pattern. No idea if they are the culprits or the good guys. Any ideas?

    That’s exactly it, pansyface, thanks, just found one on a nearby potted Gertrude J which was dispatched immediately!
