Help please for my lawn!

Hi everyone. I've been toiling to save my large moss-ridden lawn for ages and am losing the will to live!!
I've killed loads of moss and then scarified twice, filling around 20 large sacks/bin liners with dead black moss. Some areas have grown back beautifully but the central areas of the lawn are just hard and bare - there is still a solid layer of dead thatch of some sort and my adding top soil and grass seed has not done a thing. Should I rip up the approx 2 inch layer of dead stuff and replace with new top soil and seed? Or rake the dead stuff and keep trying? The area is huge and I'm despairing! I was also thinking of getting a lawn man in to hollow tine - maybe in the Autumn? We have clay soil as you may have guessed.
