Advice pls-pelargonium attar of roses

Dear All,
I received an order from SR yesterday and it is a pelargonium attar of roses.
It is in a 9cm pot and the roots are not yet coming from the bottom of the pot.
I am not sure if I should leave it in the garden or indoor? At the moment, it is sitting on a kitchen windowsill. Photo attached Out of focus though :p .
I have another pelargonium which I don't know the name. It is always a houseplant and seems happy. Any advice will be very much appreciated.

    Looks like it could be potted into a bigger pot. It will be fine outdoors in a pot during the summer months (protect from strong winds) but will need bringing in during the winter (keep dryish) - just like other geraniums and pelargoniums. I have had several in the past and forgotten to bring them into the greenhouse in time with disastrous results. They are easy to take cuttings from.

    I think I will move it to the garden soon. I just feel it might do better in the garden. Oh yes!! definitely do cutting later! I love pelargoniums and want to have lots.
