Can anyone help identifying this shrub/tree that i picked up a few years ago as a potted plant that lived on a balcony and has since been in the ground.
thanks

It's a Japanese maple, Acer Japonicum. It will have a specific cultivar name but there's quite a few similar ones with fan-like leaves like yours.
If you can keep your head, while those around you are losing theirs, you may not have grasped the seriousness of the situation.

thanks Wild Edges , the 9- 13 leaf lobes threw me, is there a specific way of identifying a maple as a specific cultivar apart from matching the leaves?

No easy way that I know of. There are very similar cultivars that are different just because of how the colours change through the season. Have a look at the link below which might help you narrow it down.
