Propagation using softwood cuttings

Hello everyone
I would like to propagate Spiraea Japonica using softwood cuttings. 
I went online to buy some rooting powder and found many people extolling the benefits of Mycorrhizal Fungi. 
My question is this: should I use rooting powder in addition to Mycorrhizal fungi or is it sufficient to use just the Mycorrhizal fungi with softwood cuttings?

    You need roots for the fungi to interact with so stick to the rooting powder for now. Save the fungi for transplanting once you have a rooted cutting.
