Rosa Rugosa seedlings question

Good Morning, I am a newby in gardening and on this forum.  I have three seedlings of this rose, on the seed packet it says that I have to allow to grow on for 2 years before planting out.  The little pot looks already crowded to me, should I follow the advice on the packet or should I repot each one, perhaps not in situ but in a larger pot?  Thank you.

    Yes pot on into individual pots. I would use John Innes No 2 loam based compost.

    at this stage I'd have each of those in a 1litre pot. R. rugosa are quick to develop. I sowed some one autumn and had a flower on 2 of them by the end of the next summer

    Urgh Only plant it somewhere when you can mow it! It can turn into a terrible weed, I have it trying to take over the field and the drive. It both suckers and self seeds freely.
