Is the plum in the ground or in a pot?  Is it on a rootstock?  What are the conditions of where you are growing it?
    Utah, USA.

In a small  garden with other fruit trees, apple, pears, cherry and another plum normal growing conditions fairly sunny and plenty of rain

I think they are often very slow to get going.  I have one that's 4 years old and is yet to blossom.  It's frustrating but patience is about all you can do!

When I was a child we moved to a house with a tree in the garden. No blossom, no fruit, didn't know what the tree was.

7 or 8 years later we had so many Mirabelle plums that we made enough jam to last us five years. Which was a good thing, because we never had plums again after that. Plum trees are just on their own timetable.
