You could reinforce the lower butt with banding like an old fashioned wooden barrel. To be honest though if you got a decent quality ex-food grade shipping barrel for the bottom one then there should be no problem stacking one on top as they're designed to be stored like that when full. The blue ones builders like to reuse are incredibly tough.
It's annoying that the smaller sized IBC tanks are more expensive than the usual 1000L ones. You can stack those no problem but the larger size tanks have a big footprint for the garden. I've got one hidden under the stairs but until I get a solar pump set up to lift the water up to my first floor garden it's not the most practical place to keep my water. Keeps me fit running up and down with watering cans though.

Hmm someone was asking about vertical planting systems in another thread. Perfect combo here I think. Green roof, vertical planting supports, built in irrigation. You need something to block out the light as the tanks go pretty green inside even in low light conditions.
