No Flowers

I have a large spirea bridal wreath in my garden, that was transplanted a couple of years ago from a neighbours garden. It has never fully flowered, but looks very healthy. It had been pruned back hard before it was moved. There have been a few blooms but not the frothy white arching branches it should have. What can I do to encourage it to flower.
