Euphorbia wulfenii

Can anyone suggest a remedy for this, what i think is, Euphorbia characias subsp. wulfenii. It is rather bald in the middle and to my knowledge hasnt flowered as at yet but retains some of the older stems which flower

Let it flower, then give it a severe haircut so that you get new shoots sprouting from the base of the plant.

My inclination is to cut it right down to the ground now. It is not a pretty looking plant at the moment.

It isn't going to flower so I'd go or cutting it back to base now and hope for the best
