The leaves and buds look like wisteria to me.

Looks like wisteria to me too. If grown from seed they
can
take a long while to flower.

The leaves and habit looks like a Robinia Pseudoacacia. Could it be Tortuosa? Do you see any thorns?

Redfoxwatching, thanks for the update on the thorns. Not all Robinias have thorns, but will rule out Tortuosa.
