Can I plant garlic above cardboard?

I am currently moving my herbs to a better spot and as part of the move I need to dig out some rampant mint from the raised bed. I'm thinking about putting down cardboard and then well-rotted manure after I've cleared the area in case I miss any of it. I want to put garlic there in the autumn. Do you think it will be OK? It normally grows very well on my patch. 
Carmarthenshire (mild, wet, windy). Loam over shale, very slightly sloping, so free draining. Mildly acidic or neutral.

    If you put at least six inches over the cardboard and keep it moist-ish, it will be fine. I suggest you even plant it up this summer with some shorter rooted veg so as to not waste the space.  Spread a bag or two of MPC over the top so the manure is coated by about half an inch, and sow some salad crops, kohlrabi, rocket, radishes, etc.  They will be done by the time you're ready to plant the garlic.  Garlic is fairly shallow rooted, and most of the cardboard will have rotted away by then.. or at least enough for roots to easily penetrate.

    Thank you, I've got some kohlrabi, rocket and loads of salad if I can find space to start them in modules. Anything directly sown is always devastated by slugs here.
