Any idea what is happening to young Tree?

Believe to be a self seeded Elder, Healthy last year, but all new opening buds are like 2nd photo. fleshy like a multitude of small flower heads . no transfer of powder etc when touched.
Am in the very north of Michigan US , weather very similar to the uk this winter.

    I think those are just the 'flower' buds coming out.  Is it a box elder?  Or a green ash?  Here are the buds on a green ash.

    Could be an ash tree in flower. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
