Comice pear not coming into leaf - problem?

November last year I planted 4 cordon pears against a west-facing fence.

All but the comice have come into leaf. The comice seems to have a few tiny buds and did produce a small bunch of flowers a few weeks ago (the others didn't), but to me it's not looking good.
Are they generally late coming into leaf or am I being unnecessarily anxious?
