Weed or seed?

Are these penstemon seedlings or willowherb. They are growing at the base of a dead fushia that needs to come out so thought I'd check first.

    I think weed. I have never had penstemon  self seed in the garden.

    Thought so Fidget. I know cuttings are the way to go with penstemon but these are close to one so thought I had struck it lucky. Thank you.

    My penstemon self-seeds but the bugs eat them all.

    Looks like rosebay to me, so I will also say weed

    Having just cut my penstemons down I found some had layered. 
    Gardening on the wild, windy west side of Dartmoor.
