Low plants - preferably from seeds

I've got an existing border, approx 4 metres long and 50cm deep, it's currently got a rose, hebes, purple lavendar, juniper, with a laurel at the end - plus a Japenese style twisted thing I've lost the name of.
All doing pretty well, but all very "shrubby" at the moment and lots of compost visible, last year I planted a selection of annual bedding plants underneath near the front, and they didn't work partly as I didn't plant anywhere near enough, partly as I don't think they liked being planted underneath other plants.
This year I'm thinking of just planting lots of ground cover quick growing easy to deal with seeds, but was wondering what I should use that will do well or if that's even a good idea?

    Nasturtiums ...  not the trailing sort ... you can get some lovely creamy apricot ones which will work well with the lavender and hebes  :)

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    If you like marigold (Tagetes) as I do, you could try them:
    - they thrive in semi-shade unlike most annuals
    - they bloom in two months from seeds
    - they will go on till autumn
    - there are interesting 'improved' cultivars on the market, including 'Strawberry Blonde' which has something pink (ish) in it

    The tiniest violas also bloom well in semi-shade and will do so in two months or so from seed.
