Dahlia cuttings

my friend has a white powdery edge on her dahlia cuttings (only some, not all)
‘please can you advise if it is mildew and what she can do if she needs to do anything?

    if its on the edge of her leaves then its unlikely to be mildew, one question does she water from above and does she have hard water as it could be limescale build up.

    A photo would be useful
