Diseased hebe

Can anyone shed some light on this potential disease. This is part of the woody stem of a hebe that I had pruned in winter and as you can see, nearer the bottom, was shooting well and looked healthy until a week ago when I discovered this black tar like liquid oozing from one of the cut parts of the stem. Never seen anything quite like it. Thanks.
