Is it too early to buy summer bedding plants?

My family are thinking of getting their summer bedding, handling basket and container plants next day (22nd April) such as marigolds, petunias, busy lizzies, stocks etc. Am I right in thinking it’s too early incase there is a frost and the fact they might not last until August or September if we plant them too early? 
When does anyone else normally buy their summer bedding? 

Edit: I live in Devon England.

    Yes, risk of frost is still present. The date will depend on your location in the country, I get mine Mid-May in the South East and with feeding they continue well in to November (if we don't have a frost). Last year we had a frost in late April which set everything back, I would never plant out tender bedding yet. The heatwave ends tomorrow.

    Many of the plants you list are frost tender. A good garden centre will have notices up explaining that certain plants are tender & should be kept under protection until all risk of frost is past. This will depend very much on where you live.

    Or buy them and grow them on somewhere safe from potential frost like a cold frame.

    @Allotment Boy I have never seen a sign in a garden  centre advising care of frost tender plants
