Tall thin rhubarb

I planted a couple of rhubarb crowns 2 yrs ago and one grows very tall (it's already a metre high, having made about 4 edible stalks) producing thin stalks, and flowers really quickly. The other stays squat and also doesn't grow much thicker than a thumb.

I put a layer of compost around them at the start of the year, didn't take any stalks for the first year, but is there something I could do to make them thicker?

The tall thin one that flowers sounds hungry.  I mulch mine with manure and Fish Blood and Bone and in the summer I water it in dry spells.  Also I never take more than a third of the stalks available at any one time.  This allows the leaves to feed the crown so that it builds up a store of energy for the future.
